I wrote the lyrics to this song after hearing of a racist mass-shooter in Chicago in the summer of 1999. Later that year, Elia Arce and I traveled to her home in Costa Rica and while I was playing the song for her friends, she was translating the lyrics into Spanish, When we returned to Joshua Tree, I told Fred about the experience and he recorded her overdub and added some radio transmission noise and a harmony of his own. This version played over the sound system as the audience entered the theatre for Elia's performance, "Unchanging Evidence of Identity."
